MATERIAL FOR ADDRESS  HIS EXCELLENCY, THE GOVERNOR FOR THE FIRST SESSION OF THE GOA STATE LEGISLATIVE ASSEMBLY, 2012.

  1. ACHIEVEMENTS/ PERFORMANCE:
    1. SETTING UP OF NEW QUEPEM  ZONAL OFFICE :

          As per the re-organization of the department a new Zonal Office at Quepem, Goa was inaugurated on 22-11-2011. The new Zonal Office would help the cooperators from the hinterland Talukas like Sanguem, Quepem and Canacona, to save their time, energy, money and provide immediate service as they need not have to come all the way to Margao for their work.

    1. UPGRADATION OF PONDA ZONAL OFFICE :

          The earlier Office of the Asstt. Registrar of Cooperative Societies, Dairy has been upgraded to a Zonal Office namely Ponda Zone constituting the Talukas of Ponda, Sattari and new Dharbandora. This restructuring will be more effective to manage the large sized Cooperative Institutions in those Talukas and also to propagate and integrate the Cooperative Movement in the nearest Sattari and Dharbandora Talukas where the Cooperative Movement has not taken its firmed route so far. The exclusive entity of Ponda Dairy Zone has been divided and amalgamated by the Dairy Cooperatives in different talukas would be merged with the respective zones.

    1. ARBITRATION CELLS :

          The Department set up two level Arbitration Cells viz North Goa District Arbitration cell operating at old premises of Head Office, Panaji and South Goa District Arbitration Cell is operating from the South Zone Office, Margao with a view to dispose off the cases/disputes speedily This has enable the primary and other types of credit societies to file dispute, execution cases in a more easy way which in turn help the societies to recover its overdue in a more speedy way.

  1. PROGRESS UNDER VARIOUS DEVELOPMENT AND BENEFICIARY ORIENTED SCHEMES/ PROGRAMMES
  1. The Goa Cooperatives Marketing & Supply Federation Ltd, Panaji:-

 

          The Goa Cooperatives Marketing & Supply Federation Ltd, which is in financial crisis, is being provided necessary financial support of `500.00 lakhs by way of Interest Free Loan to strengthen its financial base and increase its business activities during the XIth Five Year Plan period. During the years 2008-09 to 2011-12 the   financial support of `375.00 lakhs each have been provided to the Federation by way of Interest Free Loan to streamline its business activities.

  1. Sanjivani Sahakari Sakhar Karkhana Ltd. :-

          The Sanjivani Sahakari Sakhar Karkhana is the only Sugar Factory in the State.  With a view to protect the interest of cane growers in the State and to enable the Karkhana to overcome the financial difficulties, the State Government provides financial support to the Karkhana by way of Share Capital Contribution/ Medium Term loan. To achieve maximum possible crushing and to keep the losses to minimum level the factory imports sugarcane from the neighboring States like Maharashtra and Karnataka. The efforts are being made to increase the local sugarcane production. Revamping of the factory is also being explored. The Sugar Factory has decided to increase its sugar production, which will enable it to mobilize funds to undertake modernization of the old and out dated machinery for improving its efficiency.

          During the year 2011-12, the financial support by way of share capital contribution of `2.50 crores have been provided to the karkhana and subsidy of `172.00 lakhs as a support price to the Goan Cane Cultivators. As on 31-12-2011 the total amount of Govt. investment by way of share capital contribution to the Sugar Factory is `54.50 crores and ` 7.75 crores by way of medium term loan. An amount of `150.00 lakhs by way of Medium Term Loan has also been released during 2011-12.

  1. Goa State Cooperative Union Ltd:-  

          The Department has provided an amount of `5.80 lakhs by way of grant-in-aid against reimbursement of expenditure incurred by the Dayanand Bandodkar Cooperative Training Centre during the year 2011-2012.

  1. POLICY INITIATIVE AND DIRECTIONS SET FOR THE RECENT FUTURE:

 

  1. Construction of Sahakar Bhavan at Ponda & Purchase of Office Premises :-

          The Cooperative Movement is constraints due to poor educated Cooperators and necessary training is required to be provided for those Cooperators for managing the Cooperative Institutions. At present training facilities are only available at Vaikunth Mehta Institute of Cooperative Management Pune. The Cooperators are reluctant to go to the said Institution for training which varies from 15 days to 3 months. Therefore it has been proposed to construct a Sahakar Bhavan at Ponda to mainly impart training to the Cooperators with other amenities like Conference Hall for meetings/ seminars, Guest Room, Library, etc. and also to accommodate  the office of the Asstt. Registrar of Cooperative Societies, Ponda Zone. Accordingly an area admeasuring 3096 Sq. Mts. Under survey No.79 (part) Curti, Ponda has been transferred by the Department of Animal Husbandry and Veterinary Services vide Official Gazette Series I No.15 dated 09/07/2009. The construction work of the proposed building i.e. Sahakar Bhavan has already been started.
          The Department has also proposed to purchase Office premises for accommodating offices of the Asstt. Registrar of Cooperative Societies, Central Zone at Panaji and South Zone at Margao.

  1. Additional Resource Mobilization for the Year 2012-13: -

          The Department is generating resources by way of Audit fees, Processing fees, Filing fees, ABN and Execution fees charged to Co-operative Institutions, the Audit fees are recovered from the Cooperative Societies after completion of Audit by Departmental Auditor. The same is assessed on working capital/ turnover of the Societies as per the prescribed norms and guidelines framed by the Department from time to time. Whenever the audit is allotted to the Chartered Accountant/Certified Auditor, 15% of the Audit fees so assessed is directly deposited into the Government Treasury as Processing fees by the concerned Society and remaining 85% is paid to the concerned Chartered Accountant/Certified Auditor. Besides, the ABN & Execution fees are also being charged for deciding the disputes and for recovery of the defaulted loans to Coop. Institutions.
Moreover, consequent upon the implementation of the Goa Co-operative Societies Act, 2001 and Rules 2003 the filing fees towards filing of returns of the documents has been collected from all the societies in terms of Section 81 of the said Act.

  1. Loan-cum-Subsidy for purchase of Computer and Furniture: The Dairy Co-operative Societies can avail a maximum amount of `1.00 lakh for purchase of computer and furniture being 50% loan and 50% subsidy.

 

  1. Managerial Subsidy: The Dairy Cooperative Societies can avail managerial subsidy of `25,000/- at once.

Primary Agricultural Credit Cooperative Societies

Purchase of Transport Vehicle-Pickup/Mini Tempo/Luggage Rickshaw.
The financial assistance in the form of 50% loan, 30% subsidy and 20% Society’s share on the Ex-Showroom price of the vehicle. Loan should be repayable in seven (7) equal annual installments with accrued interest.

Taluka Farmers/ Marketin/ Processing/ Consumer Co-operative Societies

  1. Purchase of Computer and Furniture.

 

Loan and subsidy for purchase of computer and furniture.

  1. The Cooperative Societies and their branches may sanction financial assistance up to `1.00 lakh for societies having 3 or less branches for purchase of computer and furniture being 50% loan and 50% subsidy and `2.00 lakhs for societies having more than 3 branches being 50% loan and 50% subsidy.
  1. The Cooperative Societies and their branches may sanction financial assistance up to `1.00 lakh for societies having 3 or less branches for purchase of computer and furniture being 35% loan and 65% subsidy  and `2.00 lakhs for societies having more than 3 branches being 35% loan and 65% subsidy who are having minimum 40% share holders as ST and SC.

 

 

b) Purchase of Transport Vehicle-Pick up/ Mini Tempo/ Luggage Rickshaw

The financial assistance in the form of 50% loan, 30% subsidy and 20% Society’s share on the Ex-Showroom price of the Vehicle. Loan should be repayable in seven (7) equal annual installments with accrued interest.

Women Self  Help Group Cooperative Societies

  1. One Time Grant

The Cooperative Societies may sanction financial assistance in the form of One Time Grant of `20,000/- for financial upliftment and business related activities.
